Not quite, as I understand it, if your PD is not current, your AOS will continue processing and will eventually get to a "approved, pending visa number" state. You can pretty much be in this state for some time, and then when PD does become current (as happened from May through July this year with the significant shift in PDs in the bulletins) there will be a massive approval rate of all those pending applications.
USCIS doesn't stop the application process just because your PD is no longer current
This is how USCIS got through 60k unused visas in a staggeringly short time. There were a LOT of applications that were ready to go, they were just waiting for those numbers. USCIS didn't all of a suddenly quadruple their efficiency in processing :)
I think that they did it one time mainly to use all the unused visas. I do not know whether they will continue in the same fashion of such pre-processing in future too. I think, there is a strong message in this case, something I have personally faced in the past and do still face at at a smaller level. Though it is not an attempt to help raise money for her. yes, retrogression will remain the same for indians and chinese.....its already pretty bad for the indians. retrogression will hit ROW harder as they are current right now....atleast for EB2. let feb or march 2008 roll around then its going to get worse.

b) if your H1-B has a valid visa stamp and you didn't use your AP
ie, basically if you have other valid documents to enter the country back, is the application deemed abandoned?

Dear Friend, I respect your thought process of trying to stay in US but do Prem ( Love in Hindi) to another country. But forgive me friend, I cannot do so. I speak what I do. The day I filed my application for permanent residenship in US (which is a way to become US citizen), I gave my heart to US. I believe that if tomorrow we are given a chance to become US citizen, many of us ( maybe not 100%) will grab the opportunity and take oath for aligience to US. Immidiately all the so called love they are showing now for their own country will vaporate in a day or in a second.
Friend, you have sited leagal reasons and directed me to the US Supreme court. I am not sure if you had already asked US Spereme court or whther you are a learned lawyer of US legal system. If not I would suggest instead of directing me to ask the Supreme count you can do this favor of asking and verifing this matter.
Also my friend you took the liberty to comment about my ethics and had commented that I have sold my soul. I guess you did not read my comment clearly. I had only congratulated Our President on winning the graet Nobel Peace prize and had written that me and my family is greatly pleased at his winning the prize. Dear friend do you know how many members of my family are US citizen. So if I say our President it includes me , my wife and my whole family (including my in laws and my siblings).
From your posts it appears that you think of yourself as highly educated, I belive you are :D. I ihink as highly educated we should read clearfully before calling names to others.

Hi,
The notice doesn't say that I-485 was denied. for I-140, it says notice of Automatic revocation. For I-485 it says Acknowledgement of withdrawl. It looks to me that my previous desi employer actually withdrawn the I-485 application and thats the reason it says the I-140 is automatically revoked.. But how can they withdraw my I-485 application ?

-sending more flowers
-a huge rally in Silicon Valley
-candlelight vigil at congress
-mass letter mailings from all of us
-human chains
-hunger strike?
-etc
We have to attack simultaneusly (but SMARTLY) from all angles in order to be effective!

Which service center processed your I-140 ? For Eb2 cases, USCIS ( especially NSC) doesn't accept a combination of degree and experience. They require a single 4 year degree.
You should not completely give up on this. Get a good lawyer, a good education evaluator and try to save the case.
