Guys,
Thanks for the quick response, much appreciated. I think I have the answer to my question.
Essentially:
1. RD will determine sequence in which AOS are looked at by case officers at USCIS. So July applicants with 2006 PD will geat EAD/AP, etc sooner than October applicants with 2002 PD.
2. In the event of retrogression (say to 2005), only those applications which have a current PD at the time of visa approval will get the green card. So 2002 PD will get GC before 2006 PD.
I hope I understood correctly?

I agree. My experience thus far: I emailed 200 reporters and received no response. I am going to try the letters idea, because I too think what Amitjoey says is right-- letters make an impact.
Write a letter, run a grammar/spell check, then print, SIGN, and send it to senators who support us. I wrote the following. But please personalize, because that would send the message that this is an issue of importance to you-- the writer.

References/ Enclosures:
Interim Visa Bulletin by U S Department of State
USCIS announcement to stop accepting Adjustment Of Status applications
Dear ____:
I have been living in ___, USA for the last ___ months/ years. By profession, I am a ____, and I work for ___, a company based in ___.
I am writing to bring to your attention the unprecedented decision made by US Department of State (DOS) on July 2, 2007 with its interim visa bulletin. With this bulletin, DOS determined that all the immigrant visa numbers allocated for the current financial year had been expended, and thus there would be no further authorizations of new Green Cards this year. In response, USCIS announced that it would return all Adjustment of Status applications it received, beginning July 2, 2007. Please note that the USCIS had already RECEIVED applications on the morning of July 2, 2007, even before DOS published this interim visa bulletin.
In my opinion it is an unfortunate decision in that it virtually renders null and void, thousands of properly filed Employment Based Green Card- Adjustment of Status applications.
An important thing to note here, is that in the Visa Bulletin published by DOS only 18 days ago (June 13, 2007) all Employment Based categories had been made current since almost 60000 immigrant visa numbers had been unused till that time.
This begs the question: how did USCIS manage to approve about 60000 green cards in less than 3 weeks, when it took the previous 8 months to approve the same number of green cards?
The Visa Bulletin published by DOS in June 2007, had brought good news to thousands of high-skilled temporary workers (doctors, engineers, IT professionals) in the USA, because the floodgates that had been closed for over 2 years had been re-opened.
This bulletin had implied that we could finally apply for "Adjustment of Status"- the final stage of the 3 step Employment based Green card process. This would solve a number of quality of life issues for people like me, as they would allow our spouses to take up part or full time jobs, they would bring in an element of stability allowing me to plan the purchase of a new home, and it would give me the freedom of relocating to another part of the USA for any unforeseen reason, without worrying about the portability of my existing job.
Therefore, my family and I worked really hard, and tried to religiously comply with all procedures laid out and submitted our application to reach the USCIS on the morning of July 2, 2007.
Besides running around to gather the paperwork to help file in time, I had to spend a significant amount of money on:
1) Urgent medical examinations and vaccinations by USCIS approved surgeon: $700. (Note: These were not covered by my medical insurance.)
2) New passport photographs; these needed to be less than a month old... so these had to be newly taken photographs
3) Notarization/ Courier charges: Approximately $100 (Some amount expended in foreign currency)
All of the money spent, as well as the time and efforts were rendered useless by the new bulletin on July 2, 2007, which I repeat, was published AFTER the window opened for new applications on the morning of July 2, 2007.
My point is, and I believe anyone with common sense would agree, it is only fair to expect a notice period before a reversal such as this one. Preferably... weeks of notice if not days! I am sure no US Citizen would accept anything less for a notice in such an important matter!
I would implore you to look into this matter as soon as you can, and request the USCIS to accept Adjustment of Status applications filed through July 2007.
Thank you.

Where do you see that? In his alert today, he only mentioned about the need to get the medical done asap. I don't see any retraction there. Am I missing something here?
What I meant is that he has REMOVED that advisory from the site. He has not printed an actual retraction.

I just don't understand why people who suffer so much from the whole waiting would not contribute. If one day, IV core members decide to close this organization and go on with their lives, I would like to know how those people who have not contributed feel.
The economic theory, "inferior purge the good" works here. Without sufficient "good" individual, we will eventually be out of this game! So to those who have not contributed yet, do you want to see the disorganization of IV? Do you want to become a group for which no one would speak up for you? Do you want to wait desperately and endlessly for your GCs? Do you want to continue to work like a slave and feel worried about travelling outside US?... If not, please contribute!!!
Well said, Thanks.

This has been the regular way... CPO e-mail first and then an e-mail saying "... we mailed you a notice that we had registered this customer's new permanent resident status."
I got my Card Production ordered email yesterday at 9:00 PM and now at 7:20 AM I get mail saying I have been registered at permenent resident. So looks like the department that registers GC is slower than the guys who print the actual card. Has any one else seen this kind of reverse order of mails?

Of course the plan is not to imitate what Canada has directly, I'm sure the current job offer would have a big role, it does in canada too to a certain extent.
Also the EB queue needs to be considered while moving to the skill based one.
"Also the EB queue needs to be considered while moving to the skill based one" - I don't know what you meant by this line but I am in no mood to restart my GC application (for which I have been waiting for the past 9 years) just because some genius (whoever that person was) woke up one morning and decided that all the applications need to be reformed into a points based system.

Done calling the congressmen's offices. Left messages for the remaining members of the CHC. Let's keep calling and hope that some thing good comes from the collective effort.
To all IV members, please keep the phonelines going. Our strength lies in the numbers and the momentum generated by the phone call initiative.
Thanks for calling.

In my case (see a few posts up), it took 70 days from e-filing date, and 36 days from FP date, to get to the "card production ordered" stage. So I would think your time line is about the same so far.

It is encouraging to know that your case is assigned to an officer that you raised an SR on Aug 3rd. An SR was raised for me on Aug 3rd as well and the customer service rep mentioned that my case is also assigned to an officer...
So, Will Aug 18th be "the day" to look for ?? :D
Good luck to you and let us keep all of our friends posted on the same
Cheers
That would seem to be true. I am hoping that our cases will be approved even before that. I have exhausted everything that I can do except for Ombudsman - which I want to keep as last resort.

If we want to be all inclusive and get more support for this movement then we should try to include more and more people. Having said that we can expand that by adding provision for,
1) Time spent as Students in F1 or similar category.
2) Time spent by Research Scholar for e.g PHD holder who may have spent 5-7 years working on PHD's, and they would love to capture those times.
What you guys think?
These are the points I suggested in my previous thread on Citizenship. It covers all individuals:
1. If they are legally here for 10 years (With approved I-140 and waiting for Adjustment of Status without current date).
2. If they have earned full 40 points in Social Security (http://immigrationvoice.org/forum/#)
3. If they have paid the tax continuously for 10 years
4. If they own a house and paying Mortgage (adding weightage to the Economy (http://immigrationvoice.org/forum/#) boost)
and
5. If they do not have any criminal records in these 10 years.

Actually when a person whose PD is current but his FP is not cleared and another person whose Who is having later PD but his FP is cleared then he will get GC(if his PD is within cut off date)
Mainly EB2 candidates will suffer a lot if their application is struck in BEC. People who are having PD of 2005 and 2006 will get GC but those who filed in 2003 are earlier wait a few more years to get GC. This is happening for past 10 years. RIR and Non RIR processing was there beween 1997 to 2002. When any new processing is introduced those who started older process always suffer. I do not know any best solution for those cases. Also it is not possible to reform everything at the same time.
Houston:
let me try to answer your question the best I can. Answers in order:
For all purposes: lets assume 2 examples. Person A PD July 2006 and RD of July2, 2007 and Person B PD April 2006 and RD of July 2, 2007.
1. AOS is processed by a "combination" of RD and PD. As per the current Bulletin BOTH A and B can apply. The Service centres are currently processing September 2006 applications. When they reach July 2, 2007 processing dates, both applications will be picked up and then "thoeretically" they should ask for Visa number for A BEFORE asking a visa number for B as A has an earlier PD.
2. Answered in same question 1 above.
3. If Harry's case gets approved in August 2007 by BEC he WILL NOT be able to apply for I-485 as the July Bulleting is valid only for applicants VALID in july. Just beacuse they are accepting till AUg 17, does not mean people whose LC got approved between Aug 1-17 can apply, becuase they were technically NOT eligible to apply in July.
Does that answer your questions. PM me if you want more detail.

I wanted to share my success story of getting I-485s re-opened with the help of IV last week. Let me start with the end result first and those interested in details could read further!
Synopsis
After 4 months wait since the wrongful denial of our 485s, I contacted Immigration Voice (IV) core team for help on April 25, 2011 as a last resort. On the next day morning (April 26th), I received a phone call from USCIS Headquarters in D.C. and the officer informed that Service Center approved my MTR and reopened 485s, and I should receive system updates in a day. At the end of the day, I got email updates confirming re-opening of 485s. It was an incredible moment in my life to receive a call from USCIS about my case. I am very grateful to the IV leadership and its deep relationships within USCIS and DHS. Prior to contacting IV, I filed an expedite request with USCIS, contacted Ombudsman, and contacted my Senator as well. I received standard responses but no positive result. Adding fuel to the fire, my EAD was due to expire in July 2011.
At the end, even though I never anticipated issues with my 485, I was very happy to see that my active participation with IVs advocacy efforts over the last few years opened up several options for me to seek help.
Prologue
During the middle of last year my attorney moved their offices and we filed a new G-28 for address change. After couple of months of this address change, during early Nov2010 USCIS apparently sent a NOID asking for AC21 employment letter to the old address of the attorney. USCIS did not send text or email even though both me and my attorney subscribed to the notifications. USCIS did not even send a copy of this notice to me. After 30 days of original notice, USCIS updated their system that their mail was returned. This was the first time we came to know about the outstanding notice from USCIS. We immediately contacted USCIS and requested for a copy of NOID. In the meantime, 33 days elapsed, and USCIS promptly denied I-485s of me and my family. I have been working on EAD and it was due to expire in July 2011.
Life after denials
I requested my company for AC21 letter and after receiving the employment letter, my attorney filed I-290B MTR around the end of Dec2011. I continued to work as usual using my EAD. After couple of months of waiting, I requested USCIS to expedite. Their response was to wait 30 days. Nothing happened. Then, I simultaneously contacted my Senators office and Ombudsman. I promptly received responses that they would look into this and I should expect a response from USCIS within 15 days. Based on these responses, I should have received approval by the first week of April. Again, nothing happened until the 3rd week of April. I was becoming wary of my EAD expiry and applying for renewal within 90 days of expiry.
IVs Advocacy Days in D.C.
I have been a donor for the last few years and actively participated in advocacy days of 2010 and 2011. During this years advocacy event, I met IV core team and explained my case. Based on their advice, I waited to see if USCIS responds by mid of April. After long wait and exhausting all options, I requested help from IV. As I mentioned, within 24 hours, I got the approval of MTR and our status was restored!
Though not everyone gets into this kind of trouble, it is very heartening to note that there is someone (IV) behind us to help when in need.
Final Request to Readers:
As someone who associated with IV for the last few years and after going through this ordeal with USCIS, I recommend all those waiting in line or waiting to be in line (for GC) to start associating with IV. No matter how little time or money you could afford to work with IV, every minute and every cent is well worth it! Please Get Involved with IV! Thanks.

Hi Edd,
Thanks fo rthe reply, in my case, it was not a mistake by the registrar, my grand parents just happened to give ' a name' and when my parents enrolled me at school, they gave my current name. I am not sure, if I hav a official govt doc saying my current name is the changed name from my old name, will this help as a valid document.
